Hidden fields with quotaregular users

I've been asked to deploy a way that regular PWA users cannot see their own or other resource costs.
Even project managers shouldn't see what other resources earn by hour, but they must know whenever they are exceeding the project's full budget, with some kind of custom field that marks the percentage of it... like a trafic light ?

I only want to know if there is a way to do that in MOPS , and I will try to find out how is it done...
