Can you provide some clarification on "won't work"? Screenshots and descriptions would be most helpful.

The submit a report under status report in PWA using Vista IE7 won't display the text toolbar. Instead, an x mark show's in the upper leftside of the window screen. Error: Object doesn't support this property or method. please help.

I don't know if I can offer any advice other than to ask if you've applied the latest service packs. If so, I would recommend contacting PSS to see if they have a workaround.
