Default Start Date Not Changing

I am having some issues with making changes to a project using the PSI. There are tasks that I want to move the start date out to a later date. So, I set the Constraint Type to Start No Earlier Than and then set the Constraint Date. For some tasks, the Start Date changes, but on others, it won't change. If you open up the project in Professional and look at the offending task, it will show an indicator on the left saying that the task starts before its Constraint Date.

I can duplicate this problem through Professional, so it isn't just making these changes through the PSI. Why won't these change?

I have found the problem. If the Actual Start Date for the task is set, then the Start Date will not change if the Constraint Date is changed.
