Task end date pushing out when altering a previous task.

We are experiencing an interesting issue where by when we decrease a resource allocation on a task to 40% or below, a subsequent tasks end date is pushed out. Attached is a before and after shot of the screen.

In the before shot you will see that task number 72 has the resource allocated at 41%. In the after shot, the resource is allocated at 40%. Notice that at 40%, task 74's end date is pushed out. However the duration does not change, nor does the work effort.

Even putting a constrain on the end date does not fix the issue.

I am open to any suggestions on this one as it has me baffled.
