period is shown, but there’s nothing that I can do with it (i.e. I cannot
approve, reject, or recall).
What does this mean and what implication does this have on the active
projects.

In Project Server 2007, Timesheets are separate from Task Updates. Organizations may choose to use one, both, or neither for task tracking purposes.
For example, an organization may choose to track Administrative time using Timesheets but only use Task Updates for tracking project work.
