There is no configuration setting that would affect this. Something is wrong.

For your reference, the linkage information is stored in the MSP_WEB_OBJECTS and MSP_WEB_OBJECT_LINKS tables.

My next questions are:
  1. Are there any version differences between the two environments?
  2. What Service Pack are you running?
