  1. Perhaps this is a calculation issue...
    1. If you open up an offending project and hit F9, does the progress show correctly?
    2. On your system, is Calculation Mode on the Calculation tab in Tools>Options set to Automatic?
    3. Check the system of someone who's been experiencing this issue... is their Calculation Mode set to manual?

  3. 12.0.4518.1016 is the RTM version... I believe SP1 is 12.0.6211.1000, and I believe Post-SP1 is 12.0.6300.5000.

  5. So, then the PSI publish never shows progress at the Task level properly?

Are you completely relying on the PSI to execute publishes, or do your users publish when they approve task updates and make other changes?
