We should straighten out some terminology... Jobs are items that are executed in the queue... You republish projects... jobs are retried. Both are related -- a Project Publish creates a queue job -- but the difference is substantial.

Are we talking about a Project Publish job that failed for some reason, or Project Publish jobs that completed successfully but PWA didn't show the updates?

Is this something that you can reliably and consistently reproduce? If so, can you watch the queue while you reproduce the issue? I'd like to see if anything fails. I would also recommend checking the queue for failed jobs that may be blocking or for jobs that have been pending for a while.
